Deck building rules say if you have only neutral characters, you cannot have Villain or Hero cards in your deck. Page 12 of rules.

Yes, Qi'Ra - Street Savvy allows me to circumvent deck designing rules. The deck is performing very well in testing and I am constantly tightening the list as I go.

@Bigulf I made a very similar list to yours! Except I have Fast Hands, Indifferent and Infamous instead of Hasty Exit, Friends in Low Places, and Impulsive. I'm also using Theed Royal Palace - Naboo instead of Frozen Wastes - Starkiller Base.

I've only played a few games but it feels really strong. The +2 on Qi'ra is so nice. I would definitely recommend adding Indifferent. How great has Impulsive been? I could see it being good to quickly resolve a resource..
